What this lane owns

This is the finance workstream that makes the study defensible and repeatable.

• Burdened labor costing: productive hours, salary/benefit burden, overhead adders
• Indirect cost pools and allocation drivers: shared services + overhead distribution logic
• Unit cost tables: service line costing with tie-outs and QA checks
• Cost recovery + fee gap: current fees vs cost, subsidy/shortfall, recovery percentages
• Scenario options: agreed scenario sets with revenue impact projections
• Handoff: documentation + training so the client can update annually

Scope control (non-negotiable)

Prime retains: overall project management, schedule, stakeholder management, facilitation plan, and final report assembly/submission.
This lane retains: finance engine build, assumptions documentation, QA/tie-outs, scenario modeling, and staff training/handoff.

If the scope expands, it is a change order with priced triggers. No “silent PM” work.

• Implementation assumptions and decision points

Workpackage C: Executive Narrative + Deck Support

• Decision-ready narrative: drivers, findings, tradeoffs
• Tables/visuals aligned to leadership and public-facing sessions
• Risks, assumptions, and recommendation framing support

Workpackage D: Workshops + Staff Training + Handoff

• Workshops as agreed (preliminary + near-final)
• Model training and documentation package
• Limited post-handoff support for clarification and minor adjustments (within scope)
